Shyama Prasad Roy
Joint Secretary, Govt. of India (Minority Affairs)
Shyama Prasad Roy is a senior civil servant (CSS, 1997 batch) with nearly 28 years of experience in international trade policy, governance reform, and public sector capacity building.
As Joint Director General of Foreign Trade (2013–2021), he contributed to India's import policy, represented India in WTO agricultural negotiations in Geneva, and led key trade facilitation reforms, including the Steel Import Monitoring System (SIMS), e-IEC issuance, and implementation of the EU's Registered Exporter (REX) system.
He later served as Joint Secretary, Capacity Building Commission, where he led programme implementation for India's national capacity-building mission across 93 Ministries and Departments of the Government of India, working with institutions such as IIMs, USAID, Microsoft, Harvard, and Cornell.
He currently serves as Joint Secretary, Ministry of Minority Affairs, Government of India.
Mr Roy holds an LL.M. in International Trade Law from the University of East Anglia and a Master of Public Affairs from the University of Minnesota, with a focus on globalisation, China, and development policy.
